Artificial Intelligence Assistants Deliver ‘Unreliable and Biased’ Voting Advice, Claims Dutch Watchdog

AI assistants are proving to be “inaccurate and evidently prejudiced” when offering voting advice, the Netherlands’ data watchdog has stated, issuing warnings about a potential threat to democracy just eight days before the country’s general election.

Study Shows Repeated Partiality in Chatbot Recommendations

The four chatbots tested by the AP “often end up with the same two parties”, irrespective of the user’s question or command, the watchdog explained in a analysis published ahead of the 29 October election.

For over 50% of instances, the AI recommended either the far-right Freedom party (PVV) of the politician Geert Wilders or the progressive GroenLinks-PvdA headed by the former European Commission vice-president Frans Timmermans.

Some parties, such as the centre-right CDA, “are almost never mentioned”, even when the voter’s query exactly matches the positions of these political entities, the study pointed out.

Authority Figure Cautions Against Relying on AI Assistants for Voting Guidance

The deputy head of the AP, the official Monique Verdier, stated that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a political group that did not necessarily align with their political views, she emphasized.

“This directly impacts a cornerstone of democracy: the honesty of open and just votes,” Verdier stated. “We thus caution against using AI chatbots for voting advice, as their functioning is opaque and difficult to verify.”

Election Context and Party Dynamics

The Dutch head to the polls on 29 October in an electoral contest that will be keenly observed around Europe for the performance of the Freedom party.

The far-right party of Wilders is ahead in surveys but the gap to the left-wing and centre-right parties seems to be closing, with numerous electors yet to make up their minds.

All major parties have ruled out an alliance with the Freedom party, implying the party that comes second is most likely to provide the next prime minister.

Inadvertent Prejudice Linked to AI Operation

The AP stressed that the bots were not deliberately biased, and that their “identified shortcomings” are a result of the manner in which AI assistants function.
